Summary of the position:
Administers accounting related-affairs; Direct financial activities such as planning, procurement, and investments for all or part of an organization.

Job Responsibilities
Prepare operating administrative, business department, and building budget drafts for submission through Agency Administrator to the Board of Control.
Direct control of budget upon approval by board, including collection, custody, investment, disbursement, accounting, and auditing of all agency funds.
Formulate policies and procedures governing financial relations.
Audit financial status of agency accounts, service agreements, and other similar items.
Keep financial records and prepare annual financial report.
Develop policies and procedures for procurement of goods and services for the agency.
Recommend purchase of and coordinate service operations such as printing, duplicating, mail and messenger service as well as computing and network support.
Prepare and distribute monthly reports regarding bills to be paid, receipts, departmental, program and agency budgets.
Prepare and supervise the management of the annual agency budget.
Assist staff in developing program and project budgets and assure agency policy and GAAP requirements are followed.
Arrange for annual agency audit and follow up on recommended changes in procedures as defined in the annual audit report.
Analyze and provide fiscal approval for all agency expenditures.
Review and establish financial systems for all departments and programs, approve all intermediate changes and inform department heads of status.
Complete or supervise completion of all required state and federal reports.
Analyze and recommend disposition of program and agency budget accounts.
Direct the maintenance and planned improvement of internal accounting and business process activities including new software purchases.
Assist in agency insurance and benefit analysis and policy development and participate in implementation activities.
Respond to requests from customer districts and state and federal agencies.
Review and analyze all department and program budgets to assure compliance with policy and fiscal imitations at least quarterly.
Serve as agency investment officer and make annual recommendation for official agency depository to the board.
Review all grants written by agency staff prior to Agency Administrator’s final authorization to submit.
Complete or supervise the completion of purchase orders, accounts payable, and accounts receivable transactions.
Complete or supervise inventory records.
Collaborate with the Special Education Department to direct, maintain, manage or modify the billing and fiscal accounting structure, including the process of setting the structure for program budgets in a fashion that can be shared with schools, establishing costs for services, billing those costs, establishing state aid allocations to schools, and creating the process for reconciliation of final end of year for all programs and services from the Special Education Department.
Extensive and current knowledge of the accounting structure of CESA organizations as well as knowledge of school district accounting principles. This knowledge must be at a level so as to provide reliable and credible advice to schools on appropriate accounting methods for CESA services, receipt of federal funds, and accounting in the school districts.
Working, practical knowledge of agency accounting and payroll software, Excel, Word, Outlook, Access, and PowerPoint, Internet search and related office applications and products.
